About RSS: Managing Director Richard Dobrich has over 40 years of dynamic experience at the policy, strategic, operational, and tactical levels across a multitude of interagency disciplines focused on Justice, Homeland, State, Intelligence, Defense, Energy and Critical Infrastructure. Rich retired from the U.S. Department of Justice, Drug Enforcement Administration (DEA) in 2018 after 28 years of service as a member of the Senior Executive Service (SES). Rich is a Strategy focused senior executive leader responsible for developing and managing programs in the areas of counter narcotics, personnel recovery, counter threat finance, and building partner nation capacity. Service included SES DEA Andean Regional Director and DEA Deputy Chief of Operations. Responsibilities included developing policy, oversight, and implementation of DEA strategy to combat transnational criminal organizations. Responsible for synchronization of policy and management oversight of liaison between DEA and The White House – Office of National Drug Control Policy, Department of State, Department of Defense and Geographic Combatant Commands, Central Intelligence Agency, INTERPOL, and The Interdiction Committee, as well as unity of effort amongst Interagency on drug enforcement policy. Responsible for quality assurance, training doctrine and curriculum, standard operating procedures and policy, and budget for DEA’s foreign vetted units. Diverse expertise in coalition building and internal team building with an emphasis on integrity, ethics, and integrated solutions to complex issues.

Following his distinguished Federal career, Rich worked for a leading energy company as the corporation’s singular High Threat Global Security Advisor. Responsibilities included: Kidnap for Ransom response protocols; Trainer for Active Shooter Response for employees, Risk and Vulnerability Assessor for Critical Infrastructure Facilities in accordance with DHS/USCG/TSA policy compliance (certified Facility Security Officer under 33 CFR 105); Responsible for Quality Assurance Security Program Reviews for Global facilities.

Rich served on Active Duty for 6 years in the U.S. Navy in the 1980’s and served at SEAL Team 4 (Graduate of BUD/S Class 138).
